The Policy specialist will be responsible to the Director of Policy and Advocacy.
The main responsibility of the Policy Specialist will be to conduct research for evidence-based position papers, develop position papers and establish advocacy strategies that will assist the Confederation's in its advocacy and lobbying.
The position requires good analytical skills and proficiency in written and spoken English. The Policy Specialist will be expected to produce materials that are focused and supported by evidence-based arguments. An essential part of gathering the evidence will be validating the materials through dialogue with members. The Policy Specialist will be required to produce technical papers for the Confederation's Standing Committees. He will collect information and data by conducting membership surveys, desk research and interviews with public officials and other stakeholders.

Purpose of the position
The Credit Officer is responsible for receiving, reviewing, analyzing and recommend loans applications for approval.
Scope
The Credit Officer reports to the Manager and is responsible for facilitating SACCOS credit activities.

Responsibilities
Ensuring that all loans of the society are issued in accordance with the Cooperative Act, society By-Laws, Credit policy, credit manual and procedures
Ensuring that all loans issued are repaid every month and submit a report for any unpaid or delinquent loans to the Credit Committee;
Following up of defaulted loans and recommend to the Credit committee charging accrued interest on such accounts and ensuring that such loans are full recovered
Preparing the monthly, quarterly and yearly loan disbursement reports which includes Approved Loans, Loans Pending reports loan issued by gender, products, branches, non-performing
loans, Loan arrears and/or delinquent loans, etc, and submit to the Credit Committee.
Supervise loan personnel and ensure that all staff perform loan transactions according to Management's directives and their authorization level to ensure efficient and effective running of the day to day operations of the Society.
Compiling periodic reports on Classification of the Loan Portfolio, portfolio at risks as detailed in the Credit Policy and Procedures and submit to the Credit Committee.
Preparing Credit Committee Budget and present to the Management Board through the Credit Committee for approval.
Preparing a regular visit to member's premises to discuss performance of their involvements and provide on-the-spot advice regarding the products and services offered by the Society and furnish a report of the visit to the Credit Committee. Also to put in place mechanisms of obtaining feedback from members timely, analyslng such feedback and disseminating results to the Manager/ Credit Committee
Preparing Loan deductions summary to be submitted to Payroll for monthly loan deductions. Ensuring perpetual data posting for all information concerning loans into the computerized system.
Responsible for performing monthly reconciliation of loan information from payroll sheets and/ or banks and Monthly Projected Loan Recovery Summary and immediately report to supervisors any anomaly identified during reconciliation exercise.
Preparing and being custodian of loan offers, guarantors form and loan contract for al\ disbursed loans including all correspondences between members and the Society on all issues pertaining to loans.
Receiving, recording, scrutinizing member’s loan application forms before submitting to the relevant authority.
Designing, developing and market new financial products (Provident and Productive) and Services which meet members' needs while reviewing the existing products for continual improvements.
Ensuring that Credit policy, Financial Products pricing, Interest settings, procedures and standards are always up to date by making regular reviewing and recommend changes for improvements to relevant authority;
Track the loan performance and historical trends on liquidity in order to identify any seasonal trends using the PEARLS Monitoring System;
Track outstanding loan commitments and collect information and data on loan demand trends.
Any other duties that may be assigned by supervisors from time to time.


Knowledge, Skills and Abilities Required
a) Degree or Advanced Diploma in Cooperative Management, Business Administration, Accounting, Finance, Banking, or related field, or equivalent certifications and experiences from
recognized institutions.
b) Post Graduate Diploma in Savings and Credit Management will be an added advantage.
c) Minimum 3 years of experience working with SACCOS lor Micro-finance sector.

BUSINESS ANALYST
Our client funded by an international agency and implemented by a consortium of two
co-operations, aims at reducing poverty of smallholder farmers in the Central Corridor of
Tanzania – a poverty prone area, though having high potentials in terms of agricultural
products.
In its fourth phase (2012 - 2016), our client will continue to follow the M4P approach
(Making Markets Work for the poor) as a general implementation strategy. The idea is to
create income and employment opportunities by promoting better functioning rural
subsectors (value chains) and market system, and by involving the private sector to
ensure the sustainability of the interventions in the long run.
Our client now seeks to fill the post of Business Analyst in its office in DODOMA

General tasks and duties
• Lead sector teams activities in under coaching and mentorship of Seniour Business Analyst but reports to Programme Manager
• Identify and assess potential of sector markets
• Document findings of market assessment in short concept notes and contribute to the internal knowledge on how sector markets function
• Interact with selected market actors in order to gain knowledge and understand the relations and dynamics of sector markets
• Analyse opportunities and constraints of selected sectors and identify possible interventions with high leverage potential
• Organize and participate in meetings and events to share knowledge with stakeholders
• Design and propose strategies for project interventions to Programme Manager
• Ensure the collection of monitoring data of intervention outputs and sector outcomes
